Councillor Patrick Harley, leader of Dudley Council, said:
“I am deeply shocked and saddened by the horrific attack in Manchester yesterday. My thoughts and prayers are with the victims, their families and all those affected and providing support. Such acts of violence are an attack on our shared values of peace, unity, and community. We stand with Manchester today in grief, and we will stand together in resilience."
